Job Description and Duties

Under the general direction of the Manager of the Project and Infrastructure Relations unit, a Staff Services Manager I, the incumbent performs  the more complex professional and technical analysis associated with a comprehensive program to inform the public and local agency partners  of the District's and Department's programs and activities. This includes conducting and evaluating research to develop media and effective  general communication campaigns; providing timely, accurate, and proactive responses to the media; responding to emergency situations  requiring media and Headquarters debriefings; preparing briefs, reports, writing and editing documents; and supporting internal and external  communications.

It may be necessary to respond to incidents within the District after normal working hours, on weekends and/or holidays. Overtime may be  required and vacations may be restricted during peak periods. May be exposed to a variety of hazardous and/ or unpleasant field conditions  including working next to high-speed traffic, during darkness, uneven walking surfaces, during wet, rainy, cold or hot weather or any other type  of weather conditions. May also be exposed to unpleasant traffic accident scenes which could include seriously injured or deceased persons.

Working Conditions

Position located at 464 W. 4th St., San Bernardino, CA 92401, San Bernardino County.

Multiple positions may be filled from this recruitment.

Primary work area will be within the District Office in a climate controlled office under artificial lighting. Incumbent may be required to sit in the  office for long periods of time using the computer and answering the phones. Travel throughout Riverside and San Bernardino counties to  review projects, attend meetings, hearings and events sometimes at night and on weekends may be necessary. Standard work hours are  Monday through Friday, 8:00 a.m. to 5:00 p.m. A California Driver's License is highly desired for this position. Ability to write, edit and prepare  communication materials. Must possess skills in effective public speaking, data analysis and collection, and maintaining composure under  stress. Must be able to independently analyze data and situations, reason logically and objectively to solve management problems. Must be  able to present recommendations to management orally and in writing, and implement recommendations. Sensitivity, professionalism and  negotiation skills are highly desirable.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

  • Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

The Statement of Qualifications (SOQ) is a narrative discussion regarding how the applicant’s education, training, experience, and skills  address the questions provided below. In addition, the SOQ serves as documentation of each applicant’s ability to present information clearly  and concisely in writing. Applicants must provide SOQ to participate in the interview process.  Response to each SOQ question must be numerically in the same order outlined below using specific examples of your education, training, and  experience.

The SOQ must be typed, single spaced using no less than a 12-point font, and no more than two (2) single-sided pages in length. Applicants  who do not follow these requirements may not move forward in the hiring process. Cover letters and resumes do not take the place of SOQs.  The SOQ must be submitted along with the State application. Failure to submit SOQ may result in disqualification.
  1. Describe your experience in public relations dealing with the public, media and other agencies if applicable. Please include any  experience you have with public outreach campaigns and what your role was.
  2. Describe your experience developing and maintaining strong, collaborative partnerships and provide an example of how a partnership you  developed contributed to the successful completion of a project.
  3. Describe your experience managing multiple priorities and provide an example of how you were able to complete assignments with  conflicting deadlines.
