Role Overview:  

In this role you will be a part of the Site Assessment & Management (SAM) Team. You will exercise due diligence using various tools and resources (ArcGIS, Phase I/II ESAs, Red Flag Investigations) to assess, analyze, and manage risk. These risks are directly related to worker safety, human health, environmental health, liability, cost, and maintaining project schedules.

The SAM team develops guidance and manuals to achieve consistent, high-quality documents and streamline review. Other activities include   developing procedures and documentation for complying with state (SEPA) and federal (NEPA) requirements through use of our manual and guidance documents,   collaborating with other INDOT divisions (e.g. real estate, design, asset management, ROW permits, maintenance) about environmental investigations, hazardous materials guidance and support, site conditions, and solutions to site related problems, and vetting and assisting with selecting available GIS data sources to meet program needs.

Top 3 skills needed: Critical Thinking/Problem Solving, Extensive document review and technical writing skills, Environmental Science and HazMat (ideally) knowledge 

Location:  

This position is located INDOT's Central Office, Indianapolis Environmental Services.

Salary Statement : 

The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows: 

• Reviews and evaluates environmental site assessment reports, RCRA, and other environmental documents prepared by outside consulting firms and/or departmental district environmental for content and format to ensure compliance with federal and state requirements and agency policy and goals
• Develops hazardous waste/contamination research studies to determine impact of proposed transportation projects; reviews for content and format to ensure compliance, recommends necessary changes; develops survey and report research methods as appropriate
• Updates Project Managers on delays or costs associated with contamination
• Provides comments on hazardous material sections of environmental documents to the NEPA section
• Prepares site assessments for proposed right-of-way and excess parcels
• Monitors contaminated sites
• Responds to inquiries
• Assists the Site Assessment & Management Team Lead in development of policy and procedures to ensure compliance with permit and environmental site assessment requirements
• Conducts necessary field reviews. Attends public, interagency, and district meetings

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

• Bachelor’s degree or higher in engineering, planning, environmental science, geology, chemistry, biology or a related field;
• Certified Hazardous Material Manager (CHMM) or Indiana Licensed Professional Geologist (LPG) is preferred;
• 40 hour HAZWOPER Training is preferred;
• Professional experience in analysis, characterization and remediation of hazardous issues;
• Broad knowledge of contamination, geochemical processes, geophysical characteristics of surrounding area;
• Knowledge of state and federal laws, policies and procedures;
• Knowledge of and ability to use sampling equipment;
• Above average ability to analyze data and prepare reports, statements, and projections;
• Ability to conduct research, draw logical conclusions, prepare technical reports, and make recommendations;
• Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on operations;
• Ability to establish and maintain effective working relationships with all levels of management;
• Above average written and verbal communication skills;
• Ability to maintain confidentiality;
• Ability to work independently, anticipate problems and initiate corrective actions;
• Valid Indiana Drivers License.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
