This position  provides assistance on behalf of veterans, their dependents and survivors by evaluating and  developing case files, presenting and appealing claims for benefits administered by the United States  Department of Veterans Affairs (USDVA).

Working Conditions

T he incumbent will perform responsibilities and assignments in the following CDCR facilities:  Kern Valley State Prison (Kern County), North Kern State Prison (Kern County), Wasco State Prison (Kern County), California Correctional Institution (Kern County) and California Men’s Colony (San Luis Obispo County).

This position will be expected to report to the Los Angeles District Office for the first 3-6 months for training and accreditation. Upon completion of required training, the incumbent’s supervisor shall  approve incumbent to telecommute primarily from state prisons and remote office location.

Special Requirements

The incumbent must attain and maintain USDVA accreditation in accordance with Title 38 of the U.S. Code and the Code of Federal Regulations (CFR) within six months of employment, and be able to independently make decisions and recommendations on behalf of California Department of Veterans Affairs (CalVet) and the veterans we represent before the USDVA and the Board of Veterans Appeals. The incumbent must complete the requirements necessary to acquire and maintain access to USDVA systems (including VBMS and VACOLS) within 12 months of employment. This position will be primarily providing direct, in-person, one-on-one (due to Health Insurance Portability and Accountability Act (HIPAA) requirements) and virtual/remote (as required) assistance to veterans who are incarcerated in the California Department of Corrections and Rehabilitation (CDCR) facilities and will require the incumbent to obtain and maintain background clearance with CDCR within the first six months of employment.

Veterans may qualify for a CalVet Veterans Hiring Preference. Military service must be included in the Employment History section of the Employment Applications (STD. 678). The application package must include documentation of discharge, appropriate to the branch of service. The documentation must reflect a discharge/release under conditions other than dishonorable. If the candidate fails to include this information then the CalVet Veterans Hiring Preference shall not be granted in the recruitment.

In your SOQ, describe your experience, knowledge, and competencies as they relate to each of the items listed below. The items must be addressed and numbered in the same order as listed; do not consolidate responses. The SOQ must be no more than three pages, typed, using 12-point Arial font on standard letter-sized paper with one (1)-inch margins. Indicate Statement of Qualification at the top of the page.

2. Experience in working with an under-represented demographic, to include justice-involved individuals.
3. Experience and knowledge of the claims and appeals process for veterans benefits involving service-connected disability compensation, non-service disability pension, education and death benefits for dependents and survivors.

4.  Experience working with different government, non-government entities and other stakeholders as partners.
